Project Intro:
With the support of the German Federal Foreign Office (GFFO), the current ToGETHER Programme has been implemented since March 1, 2020, in eight countries: Bangladesh, Colombia, the Democratic Republic of Congo, Ethiopia, Indonesia, Myanmar, Pakistan, and Somalia. Taking advantage of this foundation, the planned ToGETHER 2.0 will build on the support and capacities created so far and put these into operational value to increase the efficiency of the humanitarian system in the respective countries. Here good practices identified and shared by LHP in certain countries will be systematically and contextually promoted across the LHP community in ToGETHER.
In summary, the following aspects have guided the design of the ToGETHER 2.0 project:
§ Strong focus on operational activities that have a direct impact on affected population.
§ Mentoring component in order to expand outreach and local knowledge.
§ Structures as streamlined as possible, in order to ensure implementation of operational component.
§ Efficiency as an objective with an appropriate balance between operational and structural aspects.
§ Strong focus on strategic aspects of humanitarian assistance such as gender, Innovation, Anticipatory Humanitarian Action. Global and national HOIFA are important instruments in that regard and can be traced.
§ Collaborative work by LHP, Consortium Partners and GFFO on a risk sharing model for localization in humanitarian action
Furthermore, for the purpose of enhancing localization impact in accordance with the Grand Bargain 2023 focus areas, ToGETHER 2.0 plans to engage in two scaling pathways of local humanitarian NGOs.
Project Outcome: Local humanitarian partners (LHPs) contribute to localised humanitarian action through authentic leadership, institutional capacity, advocacy, and operations in accordance with international humanitarian standards.
Objective 1: The country-level strategic planning, decision making and resource allocation of ToGETHER is led by Local Humanitarian Partners / Country Steering Committees.
Objective 2: Institutional, operational, and in-country systems-related anticipatory humanitarian action (AHA), emergency preparedness and response planning (EPReP), emergency response and humanitarian coordination capacities of LHPs are strengthened, applied, and utilized to establish sustainable funding mechanisms.
Objective 3: LHPs are using the Humanitarian Operation & Innovation Facility (HOIFA) to plan and implement coordinated humanitarian action, considering the triple nexus approach.
Objective 4: The advocacy initiatives improved the quality of humanitarian action in the respective countries through improved cooperation between the Global South and Global North on locally led localisation.
